Pakistan's Japan community is growing fastest among the professional and skilled-worker tracks — but the university route is growing alongside it. Whether you're targeting a graduate research degree, an undergraduate exchange, or a Japanese-language foundation year, here's the structured path from Islamabad to Tokyo.
Track 1 — Exchange
交換留学
Short-term (1–2 semesters) through your home university's partner agreement. No separate tuition fees at the Japanese university — you pay your home institution only. Requires your university to have a signed MOU with a Japanese counterpart. Competitive selection.
Track 2 — Degree-seeking
学位取得
Apply directly to a Japanese university for a full bachelor's, master's, or PhD. You pay Japanese tuition (see cost table). MEXT scholarship covers all costs for recipients. Language of instruction is Japanese or English depending on programme — confirm at time of application.
Track 3 — Language school first
語学学校から
Enrol in a Japanese language school (1–2 years) to reach JLPT N2, then apply to a Japanese university. This is the most common path for students who don't yet have sufficient Japanese. Language school Student visa → university Student visa.

MEXT Scholarship — 文部科学省奨学金
Open to Pakistan nationals. All standard categories are available through the Embassy of Japan in Islamabad:
- Research Student (Masters / PhD)
- Undergraduate Student
- Teacher Training Student
- Japanese Studies Student
No IELTS/TOEFL required for the embassy-recommendation track. Both embassy and university recommendation routes are open. Award covers tuition, living allowance (~¥145,000–148,000/month), and airfare — not a loan.
EJU 日本留学試験 — Important Note
EJU is NOT held in Pakistan. The nearest test centre is New Delhi, India. The exam runs in June and November — you register online through JASSO and travel to India for the sitting.
Subjects: Japanese Language, Mathematics, Science (choose 2: Physics / Chemistry / Biology), Japan and the World. Score is valid for 2 years.
Alternative: Many Japanese language schools and some universities accept JLPT N2/N3 plus an interview in lieu of EJU — confirm with each target institution directly before booking India travel.
How to find the right Japanese university — JASSO methodology
jpss.jp — filter by field and English/Japanese instruction. 1,300+ institutions listed.
International office — email to ask if they have an MOU with any Pakistani university, or accept direct applications.
Apply directly — do not use an agent for Japanese university admission. Official application is free and goes directly to the university.
Embassy / consulate — MEXT embassy track and Student visa both processed through Embassy of Japan, Islamabad.
Verified university partnerships
💡 Yamada Hack
Pakistan has fewer publicly documented university partnerships than Bangladesh or India right now — but that doesn't mean fewer opportunities. It means less is written online, not less is happening. QAU's partnership with Tohoku is your best-documented starting point. For everyone else: contact your university's Office of Research, Innovation & Commercialization (ORIC) and ask specifically about Japan MEXT or JASSO-linked agreements — many exist but were never publicized. If nothing turns up, apply direct via EJU in Islamabad or Karachi; you don't need a partnership to get in.
