Can foreigners apply for 就学援助?
Yes! Any resident with a valid visa can apply. Your nationality doesn't matter. The only requirements are: child in public school + income below threshold.
Do I need to apply every year?
Yes. You need to submit an application each school year (usually in April). But it's just paperwork - if approved once, you'll likely be approved again.
What if my income is slightly above the limit?
Apply anyway! Income limits are guidelines. Special circumstances (medical costs, many children, recent job loss) can qualify you. The city decides case-by-case.
How is the money paid?
Usually direct bank transfer to your account, 3 times per year (July, December, March). Some cities pay lunch fees directly to the school.
Will applying affect my visa renewal?
No! 就学援助 is NOT welfare (生活保護). It does NOT affect visa renewal, permanent residency applications, or naturalization. It's a normal education support program.
