Your Child's Residence Card Needs a Photo Now: The June 2026 Rule Every Foreign Parent Should Know

If you have a child on a long-term visa in Japan — or if your child was born here and is staying for more than three months — the rules for their Residence Card changed on June 14, 2026.

From that date, every foreign child who requires a Residence Card must include a passport-style facial photograph in their application. Previously, children (commonly under 16) could receive photo-free cards. That option is gone.

Japan's Immigration Services Agency (ISA) announced this on May 23, 2026. If you have not yet applied for or renewed your child's card, you are now subject to the photo requirement.

What Changed

Photo requirements: Neutral expression, plain background, face clearly visible. Glasses not permitted unless medically necessary. Same standard as adult Residence Card photos.

Newborns and Infants: The 30-Day Deadline

This is the most critical section for parents of babies.

If your newborn will stay in Japan for 60 days or more, you must apply for a Certificate of Eligibility or Permission to Acquire Status of Residence for the child within 30 days of birth. Missing this deadline puts the child in violation of status.

This Is Not the Tokutei Zairyu Card — Two Separate Changes

There are two distinct card changes happening in June 2026. They are easy to confuse.

Also relevant: the June 14 card redesign moves some printed data (period of stay, type of permission, date of permission, date of issuance) into the IC chip on all new Residence Cards including children's. For Permanent Residents, card validity now extends until the 10th birthday after issuance (5th birthday if under 18) rather than a 7-year cycle. These format changes happen automatically on new cards — no separate action required.

Book the photo session the same morning as any immigration appointment — bring the photo in person, do not try to mail it ahead.

ISA offices and ward immigration desks accept photos brought in person on the day. Getting a photo at a convenience store machine (¥700–¥900) that morning is faster than trying to submit it by mail in advance.

Photo checklist:

• Size: typically 4cm x 3cm (confirm the specific office requirement beforehand)
• Background: plain white or light grey
• Expression: neutral, eyes open, face fully visible
• No glasses unless medically required
• Taken within the last 6 months
• Both studio photos and convenience store machine prints are acceptable — the content is what matters, not the source

Age 16 Auto-Expiry: An Easy One to Miss

Even before June 2026, children's Residence Cards had a fixed rule: a card issued to a child under 16 automatically expires when the child turns 16, regardless of how long the underlying visa status remains valid.

At 16, the child must renew their Residence Card to receive their first photo-bearing adult-style card. This renewal is free. Missing it means the child holds an expired card even if their visa status is still valid — a compliance issue that is easy to overlook for families who settled in Japan when the child was young.

Set a calendar reminder for your child's 16th birthday, separate from any visa expiry date.

Q1: My child already has a Residence Card issued before June 14 — do they need a new photo now?

A: No. Cards already issued remain valid until their expiry date. The photo requirement applies to new applications, renewals, and reissues from June 14, 2026 onward. You do not need to reapply just because the rule changed.

Q2: My baby was born just before June 14 — which rule applies?

A: Applications submitted before June 14 followed the old rule. For babies born just before June 14 whose 30-day application window falls on or after June 14, the new photo requirement applies at the time of the application.

A: Yes. From June 14, 2026, all newly issued cards — including children's — move period of stay, type of permission, and related fields from the printed card face to the IC chip. This is automatic and requires no separate action from you.

Q6: My child is a Special Permanent Resident — does this apply?

A: Special Permanent Residents (特別永住者) receive a Special Permanent Resident Certificate (特別永住者証明書), not a standard Residence Card. Confirm photo requirements for that certificate type directly with your local immigration office — the rules may differ.
