SSW Driver Visa 2026: How Truck, Bus, and Taxi Jobs Opened Up to Foreigners
Japan added the Automobile Transport sector (自動車運送業) to its Specified Skilled Worker (特定技能, Tokutei Gino) program in late 2024. As of 2026, the program covers 19 sectors total under a 5-year plan through March 2029 — accepting up to 805,700 workers across all sectors. The transport sector remains open.
No university degree. No specialist experience. A valid driver's license plus a skills test plus a Japanese language test is the entry requirement. This is one of the few Japan work visa categories that a person with a commercial driving background can qualify for without professional certifications.
Quick Comparison: Truck vs Bus vs Taxi
| Factor | Truck Driver | Bus / Taxi Driver |
|---|---|---|
| Japanese language requirement | JLPT N4 or JFT-Basic A2 | JLPT N3 (stricter) |
| Reason for stricter requirement | Cargo logistics, limited passenger contact | Direct passenger interaction, safety communication |
| Japanese Class 2 license required? | No — Class 1 sufficient for freight | Yes — required for commercial passenger driving |
| Base monthly salary | ¥180,000–¥250,000 | Similar range; varies by operator |
| Typical annual gross (with overtime) | ¥4.4M–¥4.9M | Varies by operator and route |
| Entry pathway summary | Designated Activities → Class 1 conversion → SSW | Designated Activities → Class 1 → Class 2 → SSW |
How the License Pathway Works
The transport sector has a licensing step not present in most other SSW sectors: you need a Japanese driver's license before SSW status is issued. Because you cannot get a Japanese license without being in Japan, a special entry pathway was created.
Step 1 — Designated Activities (特定活動) visa — up to 6 months
Enter Japan on a Designated Activities (Tokutei Katsudo) visa for SSW preparation. This visa permits the license process. Paid commercial driving is not allowed during this period.
Step 2 — Foreign license conversion (外免切替, gaimen kirikae)
Convert your home-country license to a Japanese Class 1 license at a regional license center (運転免許センター). Includes a written exam and practical test. How much testing you skip depends on your country's reciprocity with Japan.
Step 3 — Class 2 license (bus and taxi only)
If your role involves carrying passengers commercially, you must also obtain a Japanese Class 2 (第二種運転免許) license — an additional training and test stage. Truck drivers skip this step.
Step 4 — SSW skills test
Pass the auto transport sector skills test covering Japanese traffic law, load management, vehicle safety inspection, and regulations. Can overlap with the license process.
Step 5 — Switch to SSW-1 status
Once you hold the required Japanese license and SSW skills test result, apply to change status from Designated Activities to SSW-1 for auto transportation. Processing: approximately 4–8 weeks.

Yamada Hack: Verify Through OTIT Before Talking to Any Agency
Check the auto transport SSW registered employer list through OTIT or MLIT before engaging any recruiter.
The SSW system prohibits employers from charging workers placement fees in Japan. However, sending-country brokers have reportedly charged foreign workers USD 4,000–8,000 as overseas preparation fees — outside Japan, but a real cost to you. Ask any recruiter directly: "Is there any fee charged to me at any stage — in Japan or in my home country?" Get it in writing.

Limitations: What This Visa Does Not Currently Offer
No SSW Type 2 for the transport sector
SSW Type 1 is renewable, but the transport sector does not have an SSW Type 2 track as of 2026. SSW Type 2 — which allows longer stays without renewal limits and family reunification — currently exists only for certain sectors including construction and shipbuilding.
What this means in practice: You cannot bring family members to Japan under your SSW-1 transport status. The 10-year continuous residence pathway to Permanent Residency remains available — but family cannot join you in Japan under this visa status in the meantime.
Sector quotas can close without warning
On April 13, 2026, the SSW food service sector hit its 5-year quota cap and stopped accepting new applications with very little notice. The transport sector has a separate quota and remains open — but the food service closure is a real signal that sector availability is not guaranteed indefinitely. Apply while the quota is open.
FAQ
Q1: Can I switch into the transport sector from a different SSW category?
A: Yes, but it requires a new visa application, not a transfer. You must pass the auto transport skills test, meet the language requirement for your role, and complete the license conversion process if you do not already hold a Japanese driver's license.
Q2: Do I need a Japanese driver's license before arriving in Japan?
A: No — that is exactly what the Designated Activities preparatory route solves. You enter Japan first, convert your license there, then switch to SSW-1 status.
Q3: I have a commercial truck license from my home country. Does it transfer directly?
A: Partially. Japan has reciprocity agreements with some countries that reduce the testing process. Countries with limited reciprocity may require attending a Japanese driving school (¥200,000–¥400,000, 4–6 months). Employers often subsidize driving school costs as part of the recruitment package — confirm this before signing.
Q4: Does SSW-1 lead to Permanent Residency eventually?
A: Yes, via the standard 10-year continuous residence pathway. Each renewal requires clean tax and social insurance payment records. SSW Type 2 — which can accelerate the PR path for some sectors — is not currently available for transport, but the 10-year PR route is open.
Q5: Is JLPT N3 fixed for bus and taxi, or can JFT-Basic substitute?
A: JLPT N3 is the requirement for bus and taxi roles. JFT-Basic A2 or JLPT N4 is accepted for truck driving only. The stricter language requirement for passenger-carrying roles reflects safety and customer-service communication needs.
Q6: What happens if I cannot pass the license test within the Designated Activities period?
A: The Designated Activities visa is typically issued for up to 6 months. Extension may be possible in some cases — consult an immigration administrative scrivener (行政書士) before your visa expires. Beginning commercial driving before SSW status is confirmed is not authorized.
