How to Verify a DoFE-Licensed Agency
What Is Legal to Charge You — and What Is Not
| Fee Item | Status |
|---|---|
| Language training (JLPT N4 / JFT-Basic prep courses) | Legal — paid by worker |
| Skills test fee (~¥10,000–20,000 / NPR equivalent) | Legal — paid by worker |
| FEIMS / Shram Swikriti application + mandatory insurance | Legal — NPR ~1,000 insurance fee |
| Document translation and notarization | Legal — paid by worker |
| Travel and flight costs | Legal — paid by worker |
| COE (Certificate of Eligibility) processing in Japan | Should be employer-paid |
| Employer-side recruitment/placement fees | Should be employer-paid under SSW rules |
| "Guaranteed placement" fee before any real job offer exists | RED FLAG — do not pay |
Total legitimate worker-side costs: approximately NPR 400,000–700,000 depending on sector and training needed.
Never let an agency rush you. Take a photo of every document you sign. Verify the agency's license number yourself at dofe.gov.np before handing over ANY money. If the agency objects to you checking, that itself is a red flag.
Real Example: How Anita Avoided a Scam
Anita from Pokhara was approached by an agency promising SSW care work (介護) in Japan for NPR 850,000 total, cash only.
She asked for the agency's DoFE license number. The agent said "we're in the process of renewing" — a classic delay tactic.
She checked the DoFE website herself. The agency was NOT on the licensed list.
She declined, reported the agency to DoFE's online complaint portal, and moved on to a verified agency.
Total time checking: 15 minutes. Money saved: NPR 850,000.
