There is no separate government-to-government agreement for Highly Skilled Professional (HSP) or Engineer/Specialist visas โ those use Japan's standard national visa system, open to any nationality including Pakistan.
1. Technical Intern Training Program (TITP)
Signed: February 26, 2019, in Tokyo
Purpose: Train Pakistani workers in Japanese factories, farms, and construction sites, then send skills back home.
How it works
- You apply through a licensed sending organization in Pakistan
- OTIT (Organization for Technical Intern Training) and JITCO supervise the program in Japan
- Contract length: up to 5 years total
- You can later switch to an SSW visa without leaving Japan, using the skills you built under TITP
2. Specified Skilled Worker (SSW)
Signed: December 23, 2019, in Islamabad
Purpose: Fill Japan's labor shortage with semi-skilled and skilled foreign workers across 19 sectors.

- Age 18+, in good health
- Pass a skills test (sector-specific) and a Japanese language test (JLPT N4 or the JFT-Basic)
- A confirmed job offer with Certificate of Eligibility (COE) from the employer
