Myanmar nationals are among Japan's most established communities — and the university route offers a durable, long-term pathway that outlasts Designated Activities status. Whether you're transitioning from Special Measure, applying fresh, or targeting a direct degree programme, the study path is open. Japan has not closed MEXT to Myanmar nationals.

Track 1 — Exchange
交換留学

Short-term (1–2 semesters) through your home university's partner agreement. Pathein University has an active MOU with Okayama University. Check your faculty's international office for current exchange slots. No separate tuition fees at the Japanese partner university. Competitive selection.

Track 2 — Degree-seeking
学位取得

Apply directly to a Japanese university for a full bachelor's, master's, or PhD. MEXT scholarship covers all costs for recipients. Okayama University's OJEIC office in Yangon can help match you with appropriate Japanese universities before you apply — use them. This is the recommended long-term pathway for students currently on Designated Activities status.

Track 3 — Language school first
語学学校から

Enrol in a Japanese language school (1–2 years) to reach JLPT N2, then apply to a Japanese university. EJU is held in Yangon via MAJA, so you can prepare and test locally. Language school Student visa → university Student visa. If you are already in Japan on Special Measure, language school enrolment may assist your transition.

MEXT Scholarship — 文部科学省奨学金

Open to Myanmar nationals. All standard categories remain available:

  • Research Student (Masters / PhD)
  • Undergraduate Student
  • Teacher Training Student
  • Japanese Studies Student

First screening runs through Myanmar Association of Japan Alumni (MAJA). Active military service members are not eligible. Build extra lead time for passport and exit permit processing — delays of 3–6 months have been reported. Award covers tuition, living allowance (~¥145,000–148,000/month), and airfare — not a loan.

EJU 日本留学試験 — Available in Yangon

EJU is held in Yangon twice a year — June and November — and is administered through Myanmar Association of Japan Alumni (MAJA). MAJA also runs JLPT in July and December.

Subjects: Japanese Language, Mathematics, Science (choose 2: Physics / Chemistry / Biology), Japan and the World. Score is valid for 2 years.

Contact MAJA or the Embassy of Japan in Yangon for current registration procedures. Okayama University's OJEIC Yangon office also advises on EJU preparation resources.

Verified university partnerships

Three formally documented institutional MOUs between Myanmar and Japanese universities were verified from official sources as of July 2026, plus Okayama University's ongoing MEXT coordinator role. Post-2021 disruption has affected public documentation of some partnerships — this list reflects what is verifiable, not a complete picture of all existing agreements.

Information on Myanmar-Japan university partnerships has been harder to verify publicly since 2021 — we're not going to pretend otherwise. What hasn't changed: MEXT scholarships and EJU applications through the Yangon test center are still active and processed the same way for Myanmar applicants as anyone else. If a partnership listed here looks outdated, treat the EJU/MEXT direct-application path as your primary route, not the backup.

Okayama University — MEXT-designated Study in Japan Coordinator (Myanmar)Designated by MEXT in 2014 and expanded under Study in Japan Global Network Project (2019). Operates official advisory offices in Yangon (Japan Foundation Yangon, Bahan Township) and Mandalay. Runs Study in Japan fairs, student-university matching, and visa support guidance. This is the primary entry point for any Myanmar student considering Japan.
