India-Japan SSW Programme — 2026 Context

Under the India-Japan Specified Skilled Worker exchange agreement, Japan is targeting up to 500,000 Indian workers across skilled and semi-skilled sectors. The INPACT (India-Nippon Programme for Applied Competency Training) is the official government-backed training pathway. INPACT-registered centres follow regulated fee structures — use them as a benchmark when evaluating private agency quotes.

Who Pays What — Employer vs Worker

A common overcharge tactic is agencies adding employer-side costs onto the worker's bill. Under Japan's SSW system rules, these costs are explicitly the employer's responsibility:

Certificate of Eligibility (COE) processing in Japan
Filed by the Japanese employer — worker should NOT pay this
Employer-side recruitment and placement fees
Under SSW rules, employers bear their own hiring costs
Work permit and residence card registration in Japan
Government process in Japan — no cost to worker

🚨
Red Flag Threshold

If your agency is demanding more than Rs 2,00,000 upfront before you have a confirmed job offer and itemized receipts for every payment — stop and verify. Compare their quote against this calculator. A legitimate agency will provide a written fee breakdown on their letterhead.

💡
Yamada Hack

Get every fee itemized in writing before you pay anything. Ask specifically: is your agency INPACT-registered or NSDC-partnered? Registered agencies follow regulated fee structures and cannot freely inflate costs. If they refuse to break down the total or cannot show NSDC/INPACT registration, that is a warning sign.

Real Example: Rahul's Full Cost Breakdown

Rahul from Maharashtra is applying for SSW care work (介護). He needs JLPT N4. Here is his actual planned budget:

JLPT N4 preparation course (3 months)Rs 28,000
Skills test fee (care sector)Rs 8,000
Document translation / notarizationRs 15,000
Medical examinationRs 5,000
Visa application fee (Japan Embassy)Rs 3,000
Pre-departure orientationRs 2,000
Flight ticket (BOM to NRT)Rs 55,000
TotalRs 1,16,000

Rahul's agency quoted Rs 3,50,000 total. After checking this calculator, he asked for a full itemized breakdown. The agency could only justify Rs 1,30,000 in legitimate costs. The remaining Rs 2,20,000 was profit padding. He switched to an INPACT-registered training centre and completed the process for Rs 1,20,000 total.
