What is POEA / DMW?
The Philippine Overseas Employment Administration (POEA) has been reorganized into the Department of Migrant Workers (DMW). Before you can legally work in Japan as an OFW, you must complete DMW processing in addition to Japan immigration requirements.

Step-by-Step DMW Process for Japan OFW
Step 1: Use a Licensed Recruitment Agency
Check if your agency is licensed at dmw.gov.ph. Unlicensed agencies are illegal — never pay fees to an unlicensed recruiter.
Step 2: Pre-Employment Medical Exam (PEME)
Get your medical exam at a DMW-accredited clinic. Tests include chest X-ray, blood tests, HIV, hepatitis, urinalysis.
Step 3: Pre-Departure Orientation Seminar (PDOS)
All OFWs must attend PDOS — usually 1 day. Covers Japanese laws, OFW rights, emergency contacts, and financial planning. Usually free.
Step 4: Get Your OEC (Overseas Employment Certificate)
The OEC is your exit pass — without it you cannot leave Philippines as a documented OFW.

EPA requirements:
- Filipino nursing or care worker license

- 6 months Japanese language training in Philippines (free)
- 6 months more training in Japan before starting work
- Must pass Japanese national exam within 3 years
