SSW Food Service Visa FROZEN: What This Means for You (April 13, 2026 Update)
On April 13, 2026, Japan did something it has never done before. The Immigration Services Agency (出入国在留管理庁) stopped accepting new applications for the Specified Skilled Worker (特定技能, Tokutei Ginou) Type 1 visa in the food service / restaurant sector (外食業).
The reason? Japan set a 5-year cap of 50,000 workers for the restaurant industry. As of February 2026, around 46,000 visas were already issued. At the speed they were going, the cap of 50,000 would be hit by May 2026.
So the agency pulled the brakes early. From April 13, no new Certificates of Eligibility (在留資格認定証明書 / COE) will be issued for food service SSW1 — until April 2027.
This is a big deal. Tens of thousands of workers from Vietnam, Nepal, Indonesia, Philippines, India, Myanmar and Bangladesh were planning to come to Japan as restaurant cooks, servers and kitchen staff. Many of them have already paid agency fees, passed the JFT-Basic Japanese test, and passed the food service skill exam — and now they are stuck.

1. What Exactly Was Frozen? (Easy English)
There are 5 things you need to understand:
Frozen:
- New COE applications from overseas for SSW1 food service ❌
- In-Japan visa CHANGE OF STATUS into food service SSW1 (例: from Student to SSW food service) ❌
NOT frozen:
- SSW1 food service workers ALREADY in Japan — your visa is safe ✅
- RENEWAL (extension) of existing SSW food service visas ✅
- Other SSW sectors — caregiving (介護), construction (建設), agriculture (農業), manufacturing, etc. ✅
In simple words:
If you are already in Japan with SSW food service status, nothing bad happens to you. You can keep working, keep renewing, even change jobs inside the food service sector. The freeze only stops new people from getting in.
The official notice (March 27, 2026) from the Ministry of Agriculture, Forestry and Fisheries (農林水産省) and Immigration Services Agency confirms this.

3. Real Story 1 — Ramesh from Nepal
Ramesh, 26, from Pokhara, Nepal. He paid an agency in Kathmandu around ¥350,000 (about NPR 320,000) to prepare his SSW food service application. He passed the JFT-Basic Japanese test in November 2025 and the food service skill exam in January 2026.
His paperwork was sent to a sushi restaurant chain in Saitama. The COE application was lodged on April 5, 2026 — eight days before the freeze.
What happens to Ramesh now?
According to the Immigration Services Agency notice, applications submitted before April 13 will still be processed, but with priority given to in-Japan status changes. Ramesh's COE is in a queue, and may face delays. There is no guarantee.
Ramesh's options:
Yamada's note for Ramesh: Do NOT try to come on a Tourist visa and find a restaurant to "wait" — overstaying is automatic deportation and a 5-year ban from Japan.
4. Real Story 2 — Maria from the Philippines
Maria, 31, has been living in Tokyo for 3 years on a Student visa (留学), studying at a Japanese language school in Shinjuku. She graduates in March 2027.
Her plan was to take the SSW food service exam, then change her status to SSW1 food service, and work at the Italian restaurant in Roppongi where she has been part-timing 28 hours per week.
Bad news for Maria: As of April 13, 2026, in-Japan status changes into SSW food service are also stopped.
Maria's options:
Yamada's reality check: Many language school students in Maria's situation are now switching their plans to caregiving (Kaigo) because the demand is huge, the salary is similar (~¥200,000/month starting), and there is no quota crisis.
5. Real Story 3 — Tanaka-san, izakaya owner in Shibuya
Tanaka-san runs a small 25-seat izakaya near Shibuya station. He has 3 SSW food service workers (2 Vietnamese, 1 Nepali) — they are safe.
But he was about to hire 2 more from Vietnam for the summer rush. Their COE application had not been filed yet.
Tanaka-san's options:
Yamada's hack for restaurant owners: Many language schools now have career corners that match graduating students with restaurants. A student who just got Engineer/Humanities visa from your competitor can be poached if you offer better hours.
6. Why Did the Quota Run Out So Fast?
Three reasons:
The original government estimate (2024) was that the food service quota of 50,000 would last until March 2029. It will actually run out in May 2026 — about 3 years early.

Note: "Food/Beverage Manufacturing" (飲食料品製造業) is NOT the same as "Food Service" (外食業). Food/Beverage Manufacturing is factory work — making bento, prepared meals, sausages, etc. — and is still open. This is a popular pivot for would-be restaurant workers.
9. ⭐ Yamada Hack — The "Already-in-Japan Pivot"
If you are currently in Japan as a Student, Technical Intern, or Dependent — you have a hidden advantage.
The food service freeze prioritizes in-Japan applications submitted before April 13, 2026 in the existing queue. But more importantly, other sectors are not frozen, and the in-Japan switching path is much faster than applying from overseas.
The 30-day pivot move:
People in Japan with student or technical intern history can complete this entire pivot in 2–3 months, while overseas applicants are stuck waiting until April 2027.
10. FAQ — SSW Food Service Freeze 2026
Q1: I have an SSW food service visa already. Will I be deported?
A: No. Existing visa holders are not affected. Your visa stays valid until expiry, and you can renew normally.
Q2: My COE application was sent on April 10, 2026. Will it be processed?
A: It is in the queue, but the agency said priority goes to in-Japan status changes. Expect long delays. There is no guarantee of approval — keep in close contact with your sponsor.
Q3: Can I change my employer within food service?
A: Yes. Internal job change (転職) within the food service SSW sector is still allowed.
Q4: My visa expires in 6 months. Can I extend?
A: Yes. Renewal of existing SSW food service visa is not affected by the freeze.
Q5: Will the quota be raised?
A: The Japan Restaurant Association is asking for an emergency quota increase. As of April 28, 2026, no decision has been made. Expect news around June or July 2026.
Q6: When will applications reopen?
A: April 2027 — the start of the new fiscal year. Some experts believe the new 5-year cap will be much higher (possibly 80,000–100,000) due to industry pressure.
Q7: Is the Tokutei Ginou 2 (SSW Type 2) for food service also frozen?
A: No. SSW Type 2 (specialized + supervisor level) for food service is NOT capped, and it is open. But you need to qualify (usually 3+ years SSW1 experience plus advanced exam).
Q8: Can I come on a Tourist visa and switch to SSW food service?
A: No. (1) Tourist visa cannot be changed to a work visa. (2) Even if it could, food service SSW1 is frozen.
Q9: What about the Technical Intern Training Program (技能実習) for restaurants?
A: Food service was never one of the TITP sectors (因 it was always handled by SSW). So this freeze does not affect TITP.
Q10: I work in a hotel restaurant. Am I in food service or lodging (宿泊)?
A: Depends on your employment contract. If your contract is with a hotel and your designation is hospitality, you may be under "Lodging" (宿泊), which is NOT frozen. Check carefully with your employer.
