Japan Citizenship Now Requires 10 Years: New 2026 Rules Explained

From April 1, 2026, becoming a Japanese citizen is MUCH harder. The residency requirement doubled from 5 years to 10 years. Here is what changed and what you can do.

The Big Change: 5 Years → 10 Years

On March 27, 2026, Japan's Ministry of Justice officially announced new naturalization requirements.

Starting April 1, 2026, anyone applying for Japanese citizenship (帰化) must:

RequirementOLD Rule (Before April 2026)NEW Rule (April 2026+)
Residency in Japan5 years10 years
Tax payment records1 year5 years
Social insurance payments1 year2 years
Background checkStandardStricter review
⚠️ This is the biggest change to Japan's citizenship rules in decades.

Who is Affected?

❌ You ARE affected if:

  • You planned to apply for citizenship after 5 years
  • You have lived in Japan for 5-9 years
  • You were counting down to citizenship eligibility

✅ You are NOT affected if:

  • You already submitted your application before April 1, 2026
  • You already have Japanese citizenship
  • You only want Permanent Residency (not citizenship)
  • You are married to a Japanese citizen (special rules — see below)

Japanese keyword:

Special Cases: Shorter Requirements

Not everyone needs 10 years. Some groups have shorter requirements:

Spouse of Japanese Citizen

SituationRequirement
Married 3+ years AND lived in Japan 1+ yearMay apply
Married to Japanese national, living abroad3 years in Japan after returning

Child of Japanese Parent

SituationRequirement
Born in Japan, one parent is JapaneseMay apply at any age
Born abroad, one parent is JapaneseVaries — consult Legal Affairs Bureau

Former Japanese Citizen

SituationRequirement
Lost citizenship, wants to regainReduced requirements may apply
⚠️ Yamada Hack: Even if you qualify for shorter requirements, you still need perfect tax and insurance records. The "spouse shortcut" is not easy — prepare 2+ years of documents.

The New Requirements in Detail

1. Residency: 10 Consecutive Years

You must live in Japan continuously for 10 years.

What counts as "continuous":

  • ✅ Living in Japan with valid visa
  • ✅ Short trips abroad (under 3 months each)
  • ✅ Total time abroad under 150 days per year

What breaks continuity:

  • ❌ Leaving Japan for 6+ months
  • ❌ Letting visa expire
  • ❌ Changing to tourist status
⚠️ Yamada Hack: Keep ALL your old passports with Japan stamps. Immigration may ask to verify your travel history for the entire 10 years.

2. Tax Records: 5 Full Years

You must show 5 years of complete tax payment records.

Documents needed:

(Tax Payment Certificate) — from tax office
(Resident Tax) payment proof — from city hall
(Income Certificate) — from city hall

Common problems:

  • ❌ Paid taxes late (even by 1 day)
  • ❌ Missing one year of records
  • ❌ Unpaid resident tax from old address

3. Social Insurance: 2 Full Years

You must show 2 years of health insurance and pension payments.

Documents needed:

(National Health Insurance) payment records
(Pension) payment records
  • No gaps or late payments

The Application Process

Step 1: Check Eligibility (自己点検)

Before applying, verify you meet ALL requirements:

  • [ ] 10 years continuous residence
  • [ ] 5 years tax records (no late payments)
  • [ ] 2 years social insurance (no gaps)
  • [ ] Good character (no crimes)
  • [ ] Can support yourself financially
  • [ ] Willing to give up other citizenship

Step 2: Preliminary Consultation (事前相談)

Visit your local Legal Affairs Bureau (法務局) for consultation.

  • FREE
  • Bring: Residence Card, passport, basic documents
  • They will tell you what documents to gather

Step 3: Gather Documents (書類収集)

This is the hardest part. You need 50-100+ documents including:

From City Hall:

(Residence Certificate)
(Birth Certificate)
(Marriage Certificate, if applicable)
(Tax Payment Certificate)

From Your Country:

  • Birth Certificate (apostille or legalized)
  • Police Certificate (犯罪経歴証明書)
  • Passport copies (all pages)

From Employer:

(Employment Certificate)
(Pay Slips)

Other:

(Photos of your home)
(Family tree diagram)
(Personal history document)
(Essay explaining why you want citizenship)

Step 4: Submit Application

Return to Legal Affairs Bureau with ALL documents.

  • Application is FREE (no government fee)
  • But: document fees, translations = ¥50,000-¥100,000+

Step 5: Interview (面接)

1-2 months after submission, you will have an interview.

  • Questions about your life, work, family
  • Why you want Japanese citizenship
  • Conducted in Japanese (you must understand)

Step 6: Wait for Decision

  • Average processing time: 8-12 months
  • Can take up to 18 months in complex cases
  • No way to speed up the process

Step 7: Receive Decision

  • If approved: You attend a ceremony, receive
  • If rejected: You can reapply after fixing issues

A: Yes. Applications submitted before April 1, 2026 are processed under the old rules.

Q: Can I leave Japan while waiting for citizenship decision?

2Start keeping perfect records — Every tax payment, every insurance payment
3Get your documents in order — Birth certificate, police certificate from home country
4Visit Legal Affairs Bureau — Free consultation to understand your timeline
5Consider if PR is better — Permanent Residency might fit your needs

If you almost had 5 years:

Unfortunately, the deadline passed. Your options:

  • Check if you qualify for spouse/special category

About This Tool

The Japan Visa & PR Navigator is a free, interactive guide covering all major Japan immigration pathways for foreigners in 2026. Whether you are on a work visa, student visa, or exploring the Highly Skilled Professional (HSP) points system, this tool helps you understand your options and prepare your application.

Key 2026 updates: Japan expanded the Specified Skilled Worker (SSW) program to 16 industrial sectors as of March 2026. The new J-Skip fast-track allows professionals earning ¥20M+ annually with a Master's degree or 10+ years of experience to skip the HSP points system entirely and apply for PR after just 1 year. (Ikusei Shuro) system is replacing the Technical Intern Training program, with job-change rights after 1 year in the same sector.

PR routes overview: The standard permanent residency route requires 10 consecutive years of legal residence. With an HSP visa at 70+ points, this shortens to 3 years; at 80+ points or via J-Skip, just 1 year. Spouses of Japanese nationals can apply after 3 years of marriage and 1 year of continuous residence in Japan.

SSW visa sectors (16 total): Nursing care, building cleaning, industrial machinery, electronics, construction, shipbuilding, automobile repair, aviation, accommodation, agriculture, fisheries, food & beverage manufacturing, food service, and more. SSW Type 2 holders can bring family dependents and apply for PR.
